As part of the ordinary business of governing a country, governments undertake a variety of projects. These projects often require the use of huge amounts of scarce resources. Whether these projects are to be funded by grants, loans, or by public funds, responsible governments should conduct cost/benefits analyses to ensure that financial and other resources are being used efficiently and effectively to accomplish established objectives.
